2. Z&P - Zanasi & Partners
Zanasi & Partners (Z&P) is a research and advisory company leader in Europe, Middle East, and North Africa in the field of security and defence from unconventional threats (terrorism, cyber menaces, CBRNE).
The variegated team of the company, gathering experts with technical (IT and environmental engineers, physicist, etc.) and socio-political background, manages to successfully perform a wide range of activities, from the formulation of policy recommendations to the design of assessment framework of digital platforms.
Incorporated in Italy and France and active internationally, the company can rely on multiannual know-how in artificial intelligence, cybersecurity/defence, big data analytics (data/text mining and social media analysis), strategic forecasting and border control.
Z&P participated to several projects in the context of Artificial Intelligence, Machine Learning and Computer Vision in which it developed innovative models or automated classifiers to detect potential threat situations before they become a risk.
Z&P participates in the SILVANUS project as a Member of the Consortium and will act as the Quality Assurance and risk Manager.

Thales SA is involved in SILVANUS project also through its French corporate research center, the Thales Research & Technology center from Palaiseau (France) which has strong skills algorithms for complex problem solving using approaches like genetic algorithms, planning, non-linear optimization, multi criteria and group decision making.
Thales Research & Technology (TRT), a network of corporate research laboratories of the Thales group, coordinates the research activities at the global level. TRT’s primary mission is to forge links between the company and leading scientific bodies in each area of expertise in order to monitor the latest advances, develop disruptive technologies and expertise in new areas, attract talented science graduates and provide a platform for innovation and knowledge sharing to support company-wide projects. Most of these corporate laboratories are located on university campuses in immediate proximity to the company’s research partners. The corporate research laboratory in France, for example, is located on the campus of the École Polytechnique – one of the country’s most prestigious engineering schools – and forms part of a complex of world-class research establishments located just south of Paris. Within SILVANUS, Fincons is involved in the implementation of software services for the creation of the SILVANUS Platform and participates in its demonstration in the Italian pilot site, in collaboration with local partners. As industrial partner, Fincons will foster and support the commercial exploitation of the project results. The communication in the Apulia region and in neighbor areas will be crucial to increase the awareness about the SILVANUS project and the exploitability of its results.
6. ATOS

Atos Research & Innovation (ARI) is the R&D hub for emerging technologies and a key reference for the whole Atos group. With almost 30 years of experience in running Research, Development and Innovation projects, we have become a well-known player in the EU context. Our multidisciplinary and multicultural team has the skills to cover all the activities needed to run projects successfully, from scientific leadership to partnership coordination, from development of emerging technologies to the exploitation of project outcomes, with a strong focus on dissemination, innovation adoption and commercialization.
In SILVANUS, Atos will be focused in developing new Computer Vision technologies and the optimisation of routes in drone swarms. Atos is also the exploitation leader of SILVANUS.
7. DELL - DELL Technologies
Dell Technologies (Dell) serves a key role in providing the essential infrastructure for organizations to build their digital future, transform IT and protect their most important asset, information. Dell Technologies enables their enterprise customers’ IT and digital business transformation through trusted hybrid cloud and big-data solutions, built upon a modern data centre infrastructure that incorporates industry-leading converged infrastructure, servers, storage, networking, IoT and cybersecurity technologies. Dell Technologies believes in promoting standards, openness and choice and is actively involved in driving standards and initiatives, through consortia like EdgeX Foundry, OpenFog, of which Dell is a founding member, and the Industrial Internet Consortium.
The Dell Technologies Research Europe team is based in the Centre of Excellence in Ireland and plays an integral role in driving Dell Technologies future networks and cloud security research agenda, through research and innovation in strategic application areas. The team reports directly to the Office of the CTO, influencing the strategic focus areas of the business in emerging technologies and ecosystems. Many of the team’s efforts focus on use cases in key industry verticals, such as connected vehicles, telecommunications, healthcare and finance, all of which are fast becoming consumers of high-performance computing infrastructure.
Since its establishment in 2011, the research team in Ireland has positioned itself as a core contributor on 14 EU-funded FP7 and H2020 projects, such as the successfully completed projects, SOLAS, ESCUDO-CLOUD, NEAT, and ongoing projects, BRAINE, LifeChamps, TRUSTS, SLICENET, CUTLER, SERENA, TERAPOD and MOSAICrOWN (Big Data PPP). The team applies its expertise in state-of-the art technologies, such as big data and cloud environments with privacy-preserving selective data sharing and collaborative analysis (BRAINE, MOSAICrOWN, ESCUDO-CLOUD), secure containerization of edge-to-cloud distributed analytics and securing the data sharing platform (SERENA, LifeChamps, TRUSTS) and threat analysis of hybrid cloud big data infrastructure for public administrations (CUTLER). Many of the results derived from these research initiatives have directly influenced Dell Technologies product, service, and solution offerings.
8. SIMAVI - Software Imagination & Vision
SOFTWARE IMAGINATION & VISION (SIMAVI) is an IT company established in 2019, following the division process of SIVECO Romania SA. Although the company was recently established, the team’s experience is vast, taking over all software development activities in: eLearning, eHealth, eCustoms, eNuclear, eBusiness, eBanking, R&D, utilities, production, customized applications etc.
In Silvanus project SIMAVI is leading WP3-Culture of deterrence and prevention against wildfires based on sustainable forest management services, which main objective is to develop tools, methodologies and technologies to promote the culture of deterrence and prevention against wildfires. The outcome of the WP will result in Phase A: Preparedness and prevention solutions developed through interdisciplinary stakeholder consensus. In this WP we are leading Forest fire ignition models and AR/VR content curation for training firefighters’ tasks. We are also contributing to the integration of the project outcomes within the project platform, to the big-data framework setup and maintenance and we will engage with the stakeholders and deliver hands-on support for the pilot demonstration.
9. EDP - EDP NEW R&D - Centre for New Energy Technologies
EDP NEW R&D – Centre for New Energy Technologies is EDP’s Research and Development Center. EDP –Energias de Portugal is an integrated energy utility, with a global presence that includes operations in Europe (especially focused in Portugal and Spain but with relevant positions in France, Belgium, Italy, Romania, Poland and UK), in the United States and in Brazil. EDP NEW R&D is a subsidiary of the EDP Group with the mission to create value through collaborative R&D in the energy sector. EDP NEW R&D is entirely committed to research and development with a strong focus in technology demonstration projects. The result of an internal reorganization process in2014, EDP NEW R&D centralizes the Group’s R&D activities and is established inside EDP LABELEC – EDP’s laboratorial facilities and technical excellence centre. EDP NEW R&D has carried out work in several EU H2020 in all the Energy value chain, adopting an integrated and sustainable approach towards disruptive solutions that empower its partners and bring value to the shareholders. EDP NEW R&D, amongst other areas, is very active in the topics of renewable energies, smart grids and digitization, Energy and environment and CO2 footprint reduction. EDP NEW R&D has proved competencies in cross-cutting topics, such as project management, use cases writing, architecture design, scalability and replicability analysis, new business models’ analysis and development, validation of technologies in laboratorial environment or demonstration in real conditions.
10. ADP - AdP VALOR
The AdP – Águas de Portugal group plays a structural role in the environment sector in Portugal and spanning the fields of water supply and wastewater sanitation.
The core AdP Group activity involves the integrated management of the urban water cycle and spanning all of its respective stages, ranging from water abstraction, treatment and distribution for public consumption to the collection, transport, treatment and disposal of urban and industrial wastewaters, including their reuse. The Group is responsible for the management of several thousand infrastructures including more than 150 WTP, 1 000 WWTP, and 2 500 water and wastewater pumping stations.
AdP VALOR is AdP´s Group business tool for accelerating innovation and implementing the circular economy, developing new business areas and products and strengthening the resilience, quality and efficiency of the company’s operations with a positive impact at the external level, specifically through providing the sector, both nationally and internationally, with the technical know-how accumulated over the last two decades.
11. TP - TERRAPRIMA
TERRAPRIMA (TP) is a SME spin-off of Instituto Superior Técnico (IST), a public school of engineering and technology, of University of Lisbon. TP’s mission is to contribute to soil protection, through design and implementation of integrated systems for the assessment, reduction and compensation of environmental impacts resulting from human activities. Its work includes managing remuneration projects for environmental services provided through good soil management practices, including Sown Biodiverse Pastures. Part of TP activities are set in Quinta da França (QF), a 500-ha farm located in the Central part of Portugal, namely in Cova da Beira region. QF is mainly dedicated to agricultural exploitation, forestry activities, research and development activities in the physical and natural sciences.
TP will be part of the Portuguese cluster for SILVANUS trials in the Cova da Beira pilot study area. As a landowner, TP’s role in the Project is to implement a demonstrative action plan at QF farm, so that it becomes a place for an operational experimental test site, using grazing interventions for fire prevention, in order to achieve project objectives and for upscale to other farms/areas of the territory. PT will also interact with other areas in the Portuguese pilot region, assessing the most appropriated spaces to facilitate and upscale the demonstration activities carried out in the Project.
12. 3MON
3MON is a Slovak SME focusing mainly on the Firefighting sector for forest fires and saving lives using IT technologies. 3MON supplies ground and aerial firefighting equipment, fire ignition products, remote site fuel/water logistics, military fuel/water systems, and mobile shelters. 3MON focuses on coordinating the units on the mission by the firefighter, police, and rescue services department. 3MON also deals and has experts in the field of fire prevention with electric signalization of fire. We provide a service in Fire Protection and Safety and Health.
3MON will contribute to the sustainable forest management services and assessment framework from the viewpoint of Command-and-Control systems and services. 3MON will take part in data collection and pre-processing, UGVs monitoring of the wildfire, UAVs deployment for remote sensing and data aggregation. We will bring real deployable equipment including UAVs, UGVs. 3MON will primarily participate in the Slovak trial in close cooperation with TUZVO, UISAV and PLAMEN.
13. CTL - Catalink Limited
Catalink Limited (CTL) is a Software Development SME that designs and develops complex cyber-physical systems targeted for data stream analytics, business automation, security and computer vision. The company has established a multi-disciplinary team, offering expertise in data science, machine learning, knowledge engineering, semantic technologies, performance optimization, multimedia analysis, situational awareness, as well as project management. Examples of implemented solutions include customized Internet-of-Things (IoT) platforms, smart fleet energy management services, as well as business automation processes. The company also has a broad expertise in computer vision, image processing and multimedia applications, such as human activity detection and recognition from wearable and surveillance cameras (CCTV), video concept extraction, semantic segmentation for crisis event detection in visual content, content-based image retrieval and dynamic texture recognition. Within SILVANUS project, Catalink will develop a wild-fire detection tool as well as a semantic information fusion framework supporting decision making process exploiting information from diverse and heterogeneous sources (UAVs, UGVs, cameras, sensors, citizen science, etc.).
14. SYNC - SYNTHESIS
SYNTHESIS Center for Research and Education is a pioneering organisation which initiates and implements projects of positive social change in the fields of entrepreneurship, civic engagement, digital literacy and migrant integration. SYNTHESIS is perhaps the leading institution in the field of social entrepreneurship in the island. One of its success stories is the establishment of “Hub Nicosia,” a co-working centre for organisations with cultural, environmental and social aims. SYNTHESIS provides non-formal education to diverse and vulnerable groups with the aim to help them acquire the skills they need to lead a fulfilling and productive live. A VET provider, SYNTHESIS is also delivering entrepreneurial and soft skills training programmes, particularly to people at risk of social exclusion, including children, women, migrants and refugees, individuals with learning and emotional disabilities, youth and long-term unemployed individuals.

16. ITTI
ITTI is an IT company (SME) providing software solutions for the companies and institutions in Poland and in other countries. The company operates since 1996 and is located in Poznań, Poland.
The main goal of ITTI is develop and provide innovative applications and dedicated software solutions which are adjusted to customer needs, e.g. systems supporting management of warehouses and production process, solutions for crisis management and telemedicine, as well as systems supporting space situational awareness and space missions.
ITTI has over 15 years of experience in international R&D projects which has been done in the following pro[1]grammes: Horizon 2020 (formerly also FP7, FP6 and FP5), European Defence Agency (EDA) programmes (e.g. Joint Investment Programme on Force Protection, Joint Investment Programme on CBRN) as well as Action Grant CIPS II and NATO Industrial Advisory Group studies. In the last 5 years the company has been involved also in the activities dedicated for European Space Agency.
17. VTG - Venaka Treleaf GbR
Venaka TReLeaf GbR (VTG) is a SME specializing in the development and provision of software and hardware for ecological applications. In particular, the objective of the company is to develop computer vision-based services for the promotion of social and ecological awareness, forest protection and reforestation support. By exploiting modern software and hardware technologies together with open middleware platforms, VTG engineers have successfully delivered several commercial applications and platforms that fulfil projects and customers’ requirements. VTG technology is a result of extensive R&D activities performed in cooperation with well-known academic research teams. The product-oriented core competencies of VTG include expertise in developing applications across several platforms including desktop solutions, mobile applications along with complementary technologies that support front-end system design.
A socio-economic activity related to the protection of the environment is at the heart of the company. Specifically, the company is run as a social enterprise for the production of technical means to support environmental protection. The team members of VTG have collectively more than 30 years of experience in identifying problems and engineering optimal solutions. VTG personnel brings extensive research background and track record acquired through participation in EU funded project, as well as, long standing co-operations with renowned industrial players.
In Silvanus project, VTG’s main activities focus on technical coordination and development of a mobile application for citizen engagement and raising social and ecological awareness.
18. MDS - Massive Dynamic Sweden
Massive Dynamic Sweden (MDS) is a Swedish company located in Stockholm, specialized in the design and development of research oriented services and products.
MDS’s engineers innovate in immersive technologies and digital education while having an extensive experience of EU funded and national projects.
19. CMCC F - Euro-Mediterranean Center on Climate Change
The Foundation Euro-Mediterranean Center on Climate Change (CMCC) is a non-profit research institution whose mission is to investigate and model the climate system and its interactions with the society and the environment, to guarantee reliable, rigorous and timely scientific results contributing to foster sustainable growth, protect the environment and develop climate science driven adaptation and mitigation policies. CMCC promotes the integration and collaboration among interdisciplinary competencies needed to deal with climate sciences related topics. CMCC collaborates with experienced scientists, economists and technicians, which work together in order to provide full analyses of climate impacts on various systems such as agriculture, ecosystems, coasts, water resources, health, and economy. CMCC also supports policymakers in assessing and projecting the costs of impacts and of mitigation and adaptation policies. CMCC research activities are distributed among eleven research Divisions that share different knowledge and skills in the field of climate science. In SILVANUS, CMCC will lead the activities related to “Advanced detection capabilities for early stage detection of wildfires”; in particular the Advanced Scientific Computing (ASC), Climate Simulations and Predictions (CSP), Impacts on Agriculture, Forests and Ecosystem Service (IAFES) and Regional Models and geo-Hydrological Impacts (REMHI) divisions will: (i) carry out multi-model experiments for estimating likely impact of climate on forests through fires, and effects of forest fires on climate due to GHG emissions from burned vegetation, (ii) provide high quality and reliable atmospheric data and products to support analysis for fire prediction in the nowcasting (0-3 hours) and short term (up to 72 hours), (iii) develop ML/AI predictive algorithms and probabilistic forecasts of fire danger indices.
20. EXUS - EXUS Software Single Member Limited Liability Company

21. RINI - RiniGARD
RiniGARD (RINI) is a Zagreb based SME, specialized in providing communications security and ICT solutions for smart health, critical infrastructure, and security applications. Established in 2019, the company rapidly established itself as one of the leading-edge technology companies in Croatia and benefits from the vast expertise and experience of its founding members. In SILVANUS RINI will be in charge of the Wireless communication infrastructure setup using SDR (Mesh-In-The-Sky Communication).
22. MD - Micro Digital
Micro Digital (MD) is a highly specialized ICT oriented small enterprise, focused on making the existing critical infrastructures and processes go digital and sustainable, while at the same time increasing their operational capability without compromising the security and privacy of its users. Micro Digital strongly focuses on lifecycle impacts and shifting towards sustainable operation and is particularly well-versed in retrofitting the digital technologies and novel digital practices in the established industries and increasing their environmental sustainability as well as reducing their carbon footprints. Micro Digital does so by primarily focusing on transforming the existing processes with a strict goal-oriented vision. It is also experienced in securing the critical infrastructure and collaborates closely with several key industry partners in Croatia. MD has successfully executed pilot projects resulting in creation of new products and successful makeovers and upgrades of existing practices. MD experts helped in ensuring one of key industry players in Croatia unlock their innovative research potential through participation in H2020 projects. Decades of experience span environment, energy, banking, international trade and logistics sectors, as well as stakeholder and community management. MD is the Dissemination Coordinator in SILVANUS project.
23. WUT - Politechnika Warszawska
Politechnika Warszawska (in English: Warsaw University of Technology, WUT) is one of the leading institutes of technology in Poland, and one of the largest in Central Europe. It employs 2,453 teaching faculty, with 357 professors (including 145 titular professors). The student body numbers 36,156 (as of 2011), mostly full-time. There are 19 faculties covering almost all fields of science and technology. The Institute of Computer Science is one of the six Institutes within the Faculty of Electronics and Information Technology, Warsaw University of Technology. The Institute of Computer Science is one of a few academic institutions in Poland with the longest tradition in computer research & development and education. The Institute’s main research areas include cybersecurity, computer graphics, computer systems’ architectures, software engineering, artificial intelligence and information systems. Over last several decades more than 2500 computer professionals have been graduated from the Institute. Currently, there are 75 people employed in the Institute of Computer Science, including 61 members of academic staff. Within SILVANUS project WUT will be responsible mostly for ensuring security of the most vital components of the project including communication between IoT devices and command & control centers.
24. HB - The University of Borås
The University of Borås / Högskolan i Borås (HB), has approximately 17 400 students and 760 staff. In collaboration with the public and private sectors, the university conducts education and research of high international quality with societal relevance. The nationally and internationally renowned Swedish School of Library and Information Science (SSLIS), Swedish School of Textiles, and Swedish Centre for Resource Recovery are parts of the University of Borås, which also conducts research and teaching in healthcare, education, business, climate related crisis, and IT. As part of HB, SSLIS is a member of the iSchools group, it has organized many conferences, and hosts The Centre for Cultural Policy Research (KPC) Centre for Welfare Studies (CVS), and Centre for Inclusive Studies (INCLUDE). It is also the publisher of a number of national, Nordic and international journals including Information Research (IR), which is indexed in many core databases including Web of Science and Scopus. So far, HB has won 22 EU-funded grants of which 3 as coordinator. HB also coordinates two large ERDF projects: CircularHub and Ways2Taste. Part of HB is also a Science Park focusing on developing and implementing circular business models.
25. AUA - Agricultural University of Athens
GEOPONIKON PANEPISTIMION ATHINON (in English: Agricultural University of Athens, AUA) was established in 1920 and is the third oldest university in Greece. For over a century, it offers high-level undergraduate and postgraduate Education and Research in Agricultural Sciences. AUA consists of six Schools, namely Plant Sciences, Animal Biosciences, Environment and Agricultural Engineering, Food and Nutritional Sciences, Applied Biology and Biotechnology, and Applied Economics and Social Sciences. In the context of the SILVANUS project, AUA will mainly contribute in the development of policy recommendations on environmental sustainability and forest restoration, focusing on the impact of wildfires upon the agriculture sector and the long-term strategy needed for the restoration of burnt areas to the natural habitat, as well as the development of models for the assessment of quantitative and qualitative aspects of forest resilience.
26. CERTH - Center for Research & Technology Hellas
Founded in 2000, the CERTH (Center for Research & Technology Hellas) is one of the leading research centers in Greece, listed among the TOP-20 E.U. research institutions with the highest participation in competitive research grants. CERTH has important scientific and technological achievements in many areas including: Safety & Security, Environment, Health, Energy, Industry, Mechatronics, Information & Communication, Transportation & Sustainable Mobility, Agro-biotechnology, Smart farming, as well as several cross-disciplinary scientific areas. CERTH/ITI is one of the leading Greek institutions in the field of Information and Communications Technology with long experience in numerous European and National R&D projects. M4D (MultiMoDal Data Fusion and Analytics Group), the participating team from CERTH/ITI, is responsible for leading a task on social media sensing and concept extraction. The task will focus on the collection of citizen observations from social media, in particular Twitter, about possible fire incidents, in order to contribute to early-stage detection of wildfires. In addition, location-related concepts and visual concepts, such as smoke, flames, etc., will be extracted from the textual and visual content of the social media posts, to gain more insight on potential fire events. M4D in corporation with IST will bring forward innovation into SILVANUS to build a situational awareness and real-time monitoring of wildfire spread within SILVANUS.
27. UTH - University of Thessaly
UTH is a public university located in Thessaly, Greece, being founded in 1984. UTH is a prominent institution of Higher Education aiming to promote scientific knowledge through teaching and research, and to contribute to the cultural and economic development of the local community, and the society at large. Today, UTH, with 37 Departments, is the third biggest University in Greece, with a prominent position in the Greek educational system. UTH is known for the excellent research performance and outstanding scientific achievements, in accordance with the International standards. UTH works in partnerships with European and overseas institutions to facilitate academic exchanges and research collaborations. Regarding SILVANUS, UTH participates in the definition of a set of Key Performance Indicators (KPIs) adopted to support the identification process of the short- and long-term impacts on the health status of citizens and first responders during and after a wildfire. Furthermore, UTH will apply predictive analytics to decide the ‘spatio-temporal’ impact of wildfires in the nearby regions targeting to expose the safe areas and avoid wildfires’ negative consequences on first response teams.
28. IST - Association of Instituto Superior Técnico for Research and Development
IST-ID is a private not-for-profit institution, which primarily aims at carrying out Science and Technology activities, fostering knowledge transfer and promoting the involvement of national and foreign researchers, internally and externally, in RD&I projects in their areas of expertise.
MARETEC/LARSyS (Marine, Environment and Technology Centre) is IST-ID’s Research Centre where the project will be developed. It is dedicated to the analysis and development of solutions for environmental and sustainability problems, in a strongly interdisciplinary approach, based on fundamental physical principles and intensive use of modeling and computational tools. MARETEC’s main contributions to SILVANUS will be focused on the Portuguese pilot, and on identifying and testing suitable indicators to monitor the response of ecosystems and biodiversity to forest management approaches for wildfire prevention and ecosystem restoration.
29. UASVG - University of Applied Sciences Velika Gorica
University of Applied Sciences Velika Gorica (UASVG) is a Croatian higher education institution founded in 2003 with a mission to develop, modernize and implement specialized undergraduate and graduate professional study programmes in the areas of crisis management, optometry, information technologies, motor vehicle maintenance and aircraft engineering. By aiming to increase safety and security in Europe through collaboration in education and research, UASVG became a proud member of the CONRIS Network (Cooperation Network for Risk, Safety & Security Studies), a network of universities with accredited degree programs in risk, safety and security management. The professional expertise and knowledge of UASVG staff, as well as our modern infrastructure and equipment, provide excellent preconditions for successful participation in the SILVANUS project activities. UASVG will be involved in activities regarding forest models and prevention against wildfires, while the main contribution will be within the pilot demonstration which will take place in Croatia.
30. UISAV - Institute of Informatics, Slovak Academy of Sciences
Institute of Informatics of the Slovak Academy of Sciences (UISAV) is one of more than 50 scientific and research institutes of the Slovak Academy of Sciences in Bratislava, Slovakia. UISAV, established in 1956, is a leading research institute in informatics and information technology in Slovakia. The Institute employs around 70 researchers; almost half of them are women. The scope of research and development activities includes informatics, information technology, robotics, control theory and artificial intelligence. The Institute is very active in EU-wide and national research projects, mainly in the areas of distributed computing, grid and cloud computing, knowledge management, information security and data processing. It is structured into eight departments covering a wide range of technologies: Parallel and Distributed Information Processing, Design and Diagnostics of Digital Systems, Numerical Methods and Algorithms, Speech Analysis and Synthesis, Discrete Process Modelling and Control, Sensor Systems, PCB Design and Production and Electron Beam Lithography.
31. PUI - International Emergency Firefighters
POMPIERS DE L’URGENCE INTERNATIONALE (International Emergency Firefighters) is an international solidarity association dedicated to:
- Providing rescue assistance and aid to vulnerable populations in need after a natural disaster through the involvement of volunteer rescuers
- Strengthening civil protection mechanisms in emerging countries through:
- multidisciplinary certification of fire fighters and civil security personnel
- provision of adapted equipment and vehicles o fair assessment of operational and functional mechanisms and action proposals to provide governmental instances with a clear vision of the actual situation
- developing a risk-assessment culture to raise public awareness to natural risks through situational exercises using an earthquake simulator, access to specialised training, and participation in public events.
32. SGSP - The Main School of Fire Service
The Main School of Fire Service (SGSP) is the only one in Poland and one of the few state technical-social academies in the world, which trains fire officers and educates specialists in safety engineering and internal security. SGSP reports to the Minister of Interior and Administration. It has full academic rights and constitutes an organizational unit of the State Fire Service (PSP). SGSP, as a technical-social academy, provides studies on the Faculty of Safety Engineering and Civil Protection. Graduates can obtain either bachelor’s (Fire Engineer, Fire Safety Engineer, Civil Safety Engineer, Bachelor in Internal Security), master’s degree (Master of Engineering in Fire Protection, Master of Engineering in Civil Protection, Master in Internal Security) or doctoral degrees (PhD in Environment Engineering, PhD in security studies). SGSP is experienced in national and international projects related to (i.e.) crisis management, disaster risk reduction, homeland security, international security cooperation as well as new technologies for safety and security. As SGSP uniquely connects academic and end-user characteristics, it brings added value, knowledge and experiences into such project work packages as environmentally sustainable, resilient forest models and assessment framework, culture of deterrence and prevention against wildfires based on sustainable forest management services, large-scale demonstration activities of project outcomes, dissemination and exploitation.
33. ASSET - Agenzia Regionale Strategica per lo Sviluppo Ecosostenibile del Territorio – Regione Puglia
ASSET is a public agency bound to Apulia Region that is active in many sectors: sustainable mobility, public works, housing policies, healthcare construction, landscape protection, cultural and environmental enhancement, alternative energy production and reduction of energy consumption, prevention and safeguarding of the territory from hydrogeological and seismic risks, strategic planning of investments for the sustainable development of the territory, research and development projects.
ASSET is also involved in several EU and non-EU funded projects on different topics such as: blue economy, sustainable infrastructure and mobility, hydrogeological and coastal risk.
ASSET is particularly focused on the prevention of environmental damage and hazard, the risks mitigation and technological innovation and sustainability.
Moreover, the Conformity Assessment Body (CAB) of ASSET provides technical support, offering services on inspection of the design and execution of public works, certification, and inspection of public services and skills certification.
In the SILVANUS project, ASSET will contribute to the prevention, detection, and restoration activities related to the Apulian forest fires. In detail, ASSET will coordinate the Gargano Park Italian Pilot, in collaboration with the other key stakeholders (Civil Protection, Park Authority, etc.).
34. LETS - LETS Italia
LETS Italia is a new and streamlined reality, in continuous evolution, which boasts experience in the world of emergencies and rescue. Lets Italia wants to combine company training on health and safety with the methods of rescue agencies, in order to standardize the procedures for a better success of potential intervention. LETS Italia operates in the field of anthropogenic and natural emergencies with particular reference to industrial accidents.
Lets Italia collaborates in the industrial sector with both private companies and public and relief bodies. Particular focus is in the management of toxic gases, flammable and explosive substances and in the management of activities in confined spaces
Lets Italia coordinates training activities in accidents in industrial scenarios for the National Fire Brigade Corps.
35. PNRT - Regional Natural Park of Tepilora
Parco Naturale Regionale di Tepilora (PNRT) The Regional Natural Park of Tepilora is a Regional Park established in 2014 (pursuant to Regional Law No. 21 of 24 October 2014). It is managed by the Regional Natural Park Authority of Tepilora. The park is located in in the north-west of Sardinia and is entirely part of the province of Nuoro and covers an area of about 8,000 hectares. It partly includes the territory of 4 municipalities: Bitti, Lodè, Posada and Torpè. The practice of establishing the Park was started in 2005 at the impulse of the Municipality of Bitti, in agreement with the Sardinia Region, the Forestry Authority of Sardinia and the Province of Nuoro with the aim of protecting the natural resources of the area and encouraging the sustainable development of the territory. Today the Park, entirely passable, also thanks to its mild winters is an ideal destination for tourism in contact with nature even in low season, between breathtaking views, fresh spring waters and florofaunistic typicality: vigorous lyceums, strawberry trees, junipers, corks are the habitat of animal species typical of the Mediterranean scrub, such as the Sardinian hare, wild boar, fox; there are also fallow deers and mouflons and, near the Tepilora tip, with a little luck it is possible to spot specimens of golden eagle. There are lot of cultural attractions, linked to a rich historical-archaeological heritage, ancient traditions, crafts and food and wine. PNRT participates in the SILVANUS project as a Member of the Consortium and will be involved in activities regarding forest models and prevention against wildfires, also contributing to the pilot demonstration that will take place in Italy.
36. FptSMURD - Fundatia Petru Smurd
SMURD Foundation is a non-governmental organization, established in 2006, as a private juridical institution, non-profit, political free, which supports, through all the projects developed, the activity of the Emergency Mobile Service for Resuscitation and Extrication (abr. SMURD) and, in general, the integrated emergency medical assistance from Romania.
SMURD Foundation mission is to improve the life quality of all Romanian citizens, supporting the development of the emergency and first aid integrated medical and technical system in Romania.
The scope of SMURD Foundation is to improve the quality of life of people living and working in Romania by supporting the development of the integrated, medical and technical emergency and first aid system, to operate independently and without obtaining profit; to promote the transparency and professionalism; to support the formation of a strong system of integrated health care, emergency and first aid technique through sustainable partnerships between the authorized institutions such as but not limited to the Ministry of Administration and Interior, namely the General Inspectorate for Emergency Situations and Special Aviation Unit, Ministry of Public Health, Local Public Administrations.
SMURD, the Romanian acronym for the Emergency Mobile System for Reanimation and Extrication, is a public, integrated emergency medical and technical service, without legal personality. Within SMURD are working three types of employees: medical staff belonging to the hospitals, part of the mobile intensive care units and the aeromedical rescue crews, paramedics, firemen specially trained and hired within the Inspectorates for Emergency Situations and the pilots belonging to the Special Aviation Unit, the Ministry of Interior. There is also a small number of firefighters/paramedics employed by local administration.
37. ASFOR - Romanian Forestry Association
The Romanian Forestry Association – ASFOR is a professional, non-governmental association consisting of economic agents active in the field of forestry, wood processing and forest owners, which represents, promotes and supports the economical, legal and social interests of its members, both nationwide as well as on international level.
38. KEMEA - Center for Security Studies
The Center for Security Studies (Kentro Meleton Asfaleias – KEMEA), founded in 2005 by Law 3387, is a scientific, consulting and research organization overseen by the Minister of Citizen Protection, governed by common law and annually audited by chartered accountants. Its principal purpose is to conduct theoretical and applied research and studies, particularly at strategic level, on security topics and policies. Moreover, it is the think-tank of the Ministry of Citizen Protection on numerous policies such as public order, correctional services, terrorism prevention, crime prevention, integrated border management and civil protection as well as on various other security and societal issues; it also provides advisory and consulting risk-management services to an array of public and private organizations.
Moreover, KEMEA is the nationally designated European Critical Infrastructure Protection (ECIP) Contact Point, responsible to coordinate ECIP issues domestically, as well as with other Member States and the European Commission.
KEMEA is actively participating in various research projects of the Horizon 2020, especially to the Secure Societies cluster. KEMEA’s objective in this context, is not only the development of new technologies or the application of emerging technologies, but also the understanding of associated phenomena and the development of more effective policies.
In the framework of SILVANUS, KEMEA is responsible for the ethics monitoring, the privacy and societal impact assessment, the contribution to EU legal framework for climate – related risks, and policy recommendations for sustainable and resilient forest management services.
39. HRT - Hellenic Rescue Team
Hellenic Rescue Team (HRT) is a volunteer non-profit Search and Rescue (SAR) organisation, with a human potential of 2.000 volunteers all over Greece and Headquarters in Thessaloniki. HRT participates in SAR missions in cases of urgent needs and massive disasters, either in Greece or abroad. It is acknowledged by Civil Protection Authorities in Greece and EU and is the only Greek member in the International Maritime Rescue Federation (IMRF) and the Internationale Kommission fur Alpines Rettungswesen/Commission Internationale de Sauvatage Alpin (IKAR/CISA). HRT’s main mission is the search and rescue of people in need and the organisation of Aid Missions in natural and manmade disasters all over the world. Nevertheless, a major objective (and vital tool to achieve our mission) is Research and Development in the area of Search and Rescue, crisis and crowd management, telecommunications and ICT for first responders. In the SILVANUS project, HRT will support the demonstration activities in Thessaloniki that will be mainly focused in Phase A, as well as the collection of User Requirements. Moreover, HRT will carry out the required dissemination activities for the project promotion and will support local stakeholder engagement in the project.
40. AHEPA - Aristotle University of Thessaloniki
The Aristotle University of Thessaloniki (AUTH) is the largest university in Greece. The main campus is located in the centre of the city of Thessaloniki, and covers an area of about 33.4 hectares. It comprises 10 faculties which consist of 40 schools and 1 single-School Faculty. AUTH constitutes a comprehensive institution with Faculties and Schools serving a vast array of scientific fields, ranging from natural and technological to social and health sciences, arts and humanities. The University aims to offer equal opportunities for learning, research and communication; it aspires to create an environment where education and research thrive, and subsequently, realize the vision for a better world with equal rights for everybody to claim the fruits of economic growth and social prosperity.
Regarding SILVANUS, AUTH participates in the definition of a set of Key Performance Indicators (KPIs) adopted to contribute to the development of the training program and the health monitoring of frontline fire fighters. Furthermore, AUTH will work towards the future of forest management and participate in one of the pilot demonstrations.
41. OIR - Ospedale Israelitico
The Ospedale Isrealitico (OIR) – Jewish Hospital is a private health facility included in the National Health System with various medical and surgical specialties authorized and accredited by the SSR. It is present in Italy, in the Lazio Region, with a network of four poles, through which it provides outpatient and
hospitalization, medical and surgical services, with particular reference to the Geriatric speciality.
The Jewish Hospital will contribute to SILVANUS, in the health sector, to the development and validation of models for the prevention, monitoring and intervention of emergencies, on the occasion of fires and related disastrous events.
42. PSTE - The Region of Central Greece
The Region of Central Greece (Perifereia Stereas Elladas-PSTE) is the second largest administrative region in Greece in total area (15,549.31 km2), with a population of 555,960 inhabitants (5.2% of the country’s population), it accounts for 4.7% (€8.767bn) of the country’s GDP while the regional GDP per capita in PPS was €19,300 in 2018 (EU28 average €31,000). The RoCG is one of the most mountainous in Greece, having some of the highest elevations in the country. Analytically, the distribution of the terrain in categories is the following: 22% lowland, 19% semi-mountainous and 59% mountainous.
It is dominated by the manufacturing sector – with a prominent sector of metal – which has developed mainly due to its proximity to the capital city of Athens. The region is also an important agricultural center (11 PDOs & 18 PGIs) while the sectors of tourism and services are underdeveloped despite the regional potential. The PSTE participates in a number of EU-funded programs; also, it implements the strategy “Smart Region” aiming to introduce innovative ideas and practices in governance, transparency, economy, social solidarity, environment, culture and to give citizens a platform for participation.
43. FRS MB - Fire Rescue Brigade of Moravian-Silesian Region
Fire Rescue Brigade of Moravian-Silesian Region (FRS MB) acts as regional fire prevention authority and regional crisis management and civil protection authority. It is based on a professional basis and belongs to public emergency services.
The FRS MB:
- Provides response to all kinds of emergencies, the main fields of intervention are: traffic accidents, various kinds of technical accidents, search and rescue, dangerous materials leaks, CRBN (chemical, biological, radiological and nuclear) danger, water rescue, rescue from heights and depths.
- Disposes of INSARAG and UCPM certified WASAR (Water Search and Rescue) and USAR (Urban Search and Rescue) modules.
- Coordinates emergency response of all emergency services involved in Integrated Rescue System.
- Operates regional Public Safety Answering Point for handling of 112 emergency calls.
- Is an indispensable part of the crisis management, the public warning and the civil protection system in the Czech Republic and acts as regional authority at the field of crisis management.
- Operates public warning system.
- Is in charge of elaborating Crisis Plan and Emergency Plans.
- At the field of fire prevention the FRS MB acts like is regional authority at state fire supervision, executes fire-prevention inspections, assesses and verifies building documentation and carries out fire investigation.
44. HVZ - Croatian Firefighting Association
The Croatian Firefighting Association (CFA-HVZ) is the top firefighting organisation that integrates all firefighting organisations and units in Croatia. Professional and volunteer firefighting units are unified in firefighting associations of municipalities, towns, districts and counties. Furthermore, the volunteer firefighting units have supporting members and cadet firefighters, with approximately 30 % female members. Volunteer firefighting units have in their ownership firefighting centres, fire-fighting warehouses, firefighting vehicles and various equipment, like portable motor-pumps etc.
CFA contributions to SILVANUS are:
End user: available training grounds of National Firefighting School in Stubička Slatina (16,5 ha), Šapjane-Rijeka (6 ha), Divulje-Split (integrated command center).
Experiences in fire prevention through coordination with stakeholders and integration of ICT in firefighting system: already existing surveillance, fire alarm, management, GIS – systems integrated in national command centre.
CFA is interested in improving in fighting extreme wildland fires in Mediterranean area and innovations like simulator for wildland fires, simulator of wildland fire spreading, integration of video-signal from aeroplane to command centre, integration of Satellite images and satellite detection of wildland fires in existing GIS system (Copernicus), integration of surveillance systems – vehicles and firefighters in Fire Management System and integration of ICT in fire-helmets.
45. TUZVO - Technical University in Zvolen
The Technical University in Zvolen (also known as TUZVO) is a higher education institution providing education in all three levels of studies within the European Higher Education and Research Area. In the higher education system in Slovakia, the TUZVO has a unique specialisation within a focus on the spheres of forest – wood – ecology – environment with an appropriate expansion in other technical, natural, security, economics as well as design spheres.
In the field of research, the TUZVO fulfils its mission by solving research projects and programmes of national and international character in seven research areas: agricultural and forestry sciences, construction engineering and technologies, ecology and environmental sciences, manufacturing sciences, economics and management, safety/security sciences, design; as well as in other related and applied areas.
46. PLAMEN
PLAMEN Civic Association provides services of Volunteer Fire Brigade, mostly in the territory of Zvolen district in Slovakia but also in wider area when needed.
As a civic association, it focuses the cooperation with local government, legal and natural persons, and other civic associations in the field of fire protection, especially in connection with providing the rescue, localization and liquidation works.
47. AMIKOM - Yayasan AMIKOM Yogyakarta
Yayasan AMIKOM Yogyakarta is the foundation that organizes higher education Universitas AMIKOM Yogyakarta (AMIKOM). Universitas Amikom Yogyakarta is one of Yogyakarta’s institutions with the goal of becoming the world’s premier university in the field of entrepreneurship-based creative economy (entrepreneurship). AMIKOM offers 17 academic programs, including one postgraduate program and three faculties for undergraduate and diploma programs.

48. CSIRO - Commonwealth Scientific and Industrial Research Organisation
The Commonwealth Scientific and Industrial Research Organisation (CSIRO) the Australian Government agency responsible for scientific research. CSIRO works with leading organisations around the world and from its headquarters in Canberra, CSIRO maintains more than 50 sites across Australia and in France, Chile and the United States, employing about 5,500 people. It has multidisciplinary research in several fields ranging from agriculture, space, oceans and atmosphere, manufacturing, environment, to technology, artificial intelligence and robotics. In SILVANUS, CSIRO will be focusing on ground robots navigating in forest like environments towards fire prevention and mitigation.
49. UFRJ - Federal University of Rio de Janeiro
UFRJ’s history dates back to the beginning of the 19th century and is filled with remarkable scientific, cultural, and artistic accomplishments. It is currently the 3rd best university in Brazil and the 7th best university in Latin America (QS Rankings – 2018). Rinicom’s core strength lies in its robust research and development capabilities, underscored by a team led by Prof. Garik Markarian, a noted figure in the field of telecommunications. The company’s expertise extends to AI-based video analytics systems, machine learning, and advanced data analytics, which are integral to their solutions. In the SILVANUS project, RINI will be in charge of the wireless communication infrastructure setup using the MESH-in-the-Sky system. As a part of the SILVANUS project platform, it will be designed to establish robust wireless communication for first responders during critical forest fire operations. This advanced system will use Software Defined Radio (SDR) technology to overcome environmental challenges such as signal interference from vegetation and terrain. The network will facilitate real-time data transmission between ground-based command centres and the SILVANUS cloud command centre, enabling strategic coordination and efficient response during the crucial “Golden Hour” of emergencies. The primary goal is to showcase the Mesh-in-the-Sky system’s capability to provide a reliable communications network in the absence of existing infrastructure or when such infrastructure is down. This system will ensure that first responders have robust, real-time communication channels during critical operations such as forest fire monitoring and response.
